Accessible online policy simulation that helps raise public awareness of issues concerning flood policy and provides feedback to insurers and policy makers about public attitudes towards different flood protection options. FloodSim puts the player in control of flood policy in the UK for three years. Players decide how much money to spend on flood defences, where to build houses and how to keep the public informed. But as in a real life, money is limited. The player must weigh up flood risks in different regions against the potential impact on the local economy and population. The game brings to life the complexity of the issue and the trade-offs that policymakers are grappling with in real life. FloodSim is a turn-based strategy game using a drag and drop interface. The gameplay is split in three part.

Gameplay

Every part falls into one year.

First year: the player must determine his flood defender. Has to choose between: a regional or  national policies. The regional policies include some kind of  barriers: alternative, permanent, temporary. In contrast, the national policies include location and maintenance policies. The application of appropriate measures in this area can protect them from flooding.

Second year: the player in the regional policies area can only decide about criteria for a home building if s/he allows building on flooded regions. But, in the national policies s/he should make a decision in communication category which consists of Education, Public, Grants.

Last year: the player makes a decision regarding the UK’s drainage systems and emergency system.

Three indicators could help with decision making: population density, economic output, flood risk.

After each round, the newspaper presents results of taken decisions, both positive and negative.

Context

FloodSim helps in predicting and making decisions that could counter the effects of unforeseen weather changes. It teaches how to minimize losses during floods.

From the game FloodSim everyone can get information on “how to protect and counter against atmospheric disaster”.

This game teaches how to take a rightful decisions adequate to exact situations increasing public awareness of the issues and dangers surrounding flooding.

Motivates citizens to take action, leading to questions in parliament and increased pressure on politicians by petitioning No.10 or contacting their MP through the application.
